State Asking for Feedback on Alternative Certification

The State Board of Education is calling for feedback on the requirements for the Michigan Nontraditional Route to Teacher Certification (MNRTC). This is an opportunity to provide Michigan certification for 18 credits and would let programs like TEACH for AMERICA set up certification separate from Teacher Preparation Institutions. Please take the time to first respond then share the link and encourage response within your professional community. Share it with people in your department, your students, and your alum.

I sent an inquiry to the State regarding "testing out" for teacher certification. Below is my email:

"I currently hold a professional secondary certificate with BA English and GX business education endorsements.
As I understand it, high school students are allowed to complete courses through credit by exam, without actually completing the coursework. If I want to add an andorsement, I should be able to do the same -- forego coursework and just take the MTTC for that particular subject.
Is there any possibility that this is feasible?"

The response was:

"Hi Rosalyn. You cannot simply test in a subject area and then have it added to your certification. You must complete an approved endorsement program, at an approved teacher preparation institution."

I fail to see the difference. If I am proficient in a subject area, and can prove it by mastering the MTTC (without completing the coursework), I should be able to add endorsements in this manner.

Anyone else have comments?
